Where venues are in Region I, and getting there
The Region I office is at the Government Center in Sevilla, City of San Fernando, La Union, which is the region's administrative hub. The region runs along the western coast of northern Luzon and is entirely land-connected, so applicants from Laoag in the north or Pangasinan in the south travel by bus along the national highway. Pangasinan carries the largest share of the region's applicants and is a long drive from San Fernando.
NAPOLCOM doesn't publish a fixed list of Region I venues — testing sites are named in each examination announcement and can change between sittings depending on capacity and the schools available, and the exact venue and room are on each applicant's Notice of Admission. When you register online you choose this regional office; NAPOLCOM then assigns your specific site, which may not be the city nearest your home. Your notice is the only authoritative source, so check it the moment it's issued.

Pangasinan's population makes it the biggest source of applicants in the region. On-site processing and testing capacity are shared across the region's cities, so register early and expect your venue to be in a city other than your own.
